Summary¶
Regulation amending eIDAS to establish the European Digital Identity Framework ("eIDAS 2"), requiring every member state to offer a European Digital Identity Wallet. It requires selective disclosure and that wallets must not allow relying parties to link or track users, with zero-knowledge proofs explicitly mentioned as a possible means. The first Commission Implementing Regulations (EU) 2024/2977–2982 of November 2024 lay down the technical rules for PID and attestations, wallet integrity and core functionality, protocols and interfaces, notification and certification.
